P2P upload speed limit

Hi all,
i'm tring to set up the upload limit for p2p application on my DNS-320 NAS (latest FW).
Default value is -1 (unlimited), if i set a different value (like 40), it appears to accept the change, if i close and re-open the administration page the value appears to be kept.
But if i monitor download page, i notice that the upload speed is more than the value i set.
It's annoying because internet connection for all devices appear to be slow during torrent downloads.
Anyone have suggestions?
