when i touch the metal casing i feel electricity going trough my fingers
anyone else has this ? im worried because this may cause damage/short circuit other devices nearby

I'd say you're probably the one that is "statically charged", and the charge is bleeding off through the DNS-323 to ground - although it is possible for it to be the other way, if the power supply for the DNS-323 is malfunctioning or you have some other piece of faulty equipment connected to the same power source.

Call an electrician and have your wiring checked.
