InstallCamCliCtrl.msi is blocked

I am using IE 11 on Windows 10.

I am unable to see Live Video (not so important) and unable to set the Motion Detection motion area (very important!) as I am unable to install the plug-in InstallCamCliCtrl.msi.  What are the IE or PC settings needed to unblock this? 

The error is generated by UAC: Unknown Progra, Not Trusted.  I turned off UAC completely, and it still won't install.

Ensure Java is install and configured correctly.

Try FF browser as well.
