IP filtering blocks access and snapshot email fails

DCS-2630L camera installed.  If I use the IP address filtering to enter allowed IP addresses, all access to view the camera is blocked and it shuts off sending email.  I did make sure I had the allowed IP address toggle showing when entering the IP addresses but it seems to make no distinction between allowed/not allowed as when either are selected, the list of IP addresses don't change.
