Please detail the Mac Filter settings and how the modem is set up. What devices are you using? What is the problem with Mac Filtering. How is it NOT working?
Ensure the correct Device MAC address is being used on the modem. Ensure if there is a scheduling feature on this modem, set up a scheduling rule as well Review the modems User Manual for MAC address blocking setup.
I don't have model modem so I can't test this out. I recommend that you phone contact your regional D-Link support office and ask for help and information regarding this. We find that phone contact has better immediate results over using email.

I have same problem when update Dlink 2750E firmware from SEA_1.04 to SEA_1.10, MAC Filtering not working. Problem solved when i restore settings on the DSL router to the factory defaults from Management -> Restore Default Setting menu
