DPH-50U wont ring phone

I recently purchased and installed this device.  The software that came with it wouldn't work so after some research, I downloaded the US Robotics VOIP drivers.  Now it works fine, but I am unable to get my phone to ring.  It will ring the computer for an incoming call and the handset lights up and shows incoming call but doesn't ring.  I've made sure all the audio settings in skype are set to the voip device and also selected it in the windows sounds control panel.  Anyone know what I'm missing?  I'm running Windows Vista 32 bit and the latest version of Skype.  I've gone through all the phone settings also.  Thanks.
