Internet Connect speed 10MBS

When does my speed between the ISP modem and my WBR1310 router only show 10 MBS  and my Network side of my router show 100MBS..  Is there a setting that needs to be changed???  The T/S for the ISP was on site yesterday and said it is VERY unusual, but that his equipment is up to snuff.
