Access Control and 'Other Machines'

I'm sure this is answered somewhere but my Googling skills are failing me...

I've got a Dir-655 - A3, on 1.32NA and I'm trying to configure the router to block access to all but two websites on a specific day through a specified time range for everyone but myself and another PC.  Seems easy enough... Configured 2 policies in Access Controls, one for myself and the other PC based on MAC  (Set to log only, always on) and a second with 'Other Machines' blocking all but the websites intended, always on for testing

Blocking works great, only the white listed websites are a go, but the problem is it ignores the first rule...

As best as I can tell I either have to configure it explicitly for each pc's IP/mac OR have to figure out why the Other Machines is applying to ALL Machines.... any ideas oh Gurus?
