DIR 655 cutting internet bandwidth in half

I consider myself a networking "noob", so please bear with me on this issue. 

I have upgraded from a Belkin to the DIR 655 because of its promise to speed things up a bit. However, when I configured the router (via the provided CD), it cut my bandwidth in half.  I was pushing 25mbps, but with this router I hit anywhere from 9 to 13 mbps.... does anyone know what has caused this?

I hear a lot about QoS, DHCP, etc... but I don't really understand what those terms mean.  Also, i am trying to hook this router up to my PS3 and it can't connect to Playstation Network at all, even though I have forwarded the necessary ports.

Any help would be much appreciated.
