Now that the connection lights are working on both ends, I can access my local network utilizing the WAN port but still not the Internet wirelessly. If I plug another computer line into one of the other ports it can't get internet access either. So if I want internet I have to connect directly to the DSL-Modem.

I am right now answering this from my Wireless Computer connected to a D-Link DIR-655 A3 Router which is in turn plugged into an ActionTec MI424WR-GEN2 Model Router from Verizon FIOS.
I have the Verizon ActionTec Router and D-Link Router plugged into the same Belkin Surge Protector Strip with an Off / On Switch.
Your DSL Modem must have its Radio turned off. On your DSL Modem, if it has a Firewall setting, it must be set to its Minimum Security Setting. You must put the D-Link Router in the DMZ Zone, if the Modem has a setting like that.
Once you have the Physical Setup in place, turn off the Power Strip or disconnect the DSL Modem and Router at the same time for one minute. Reboot the Wired Computer and turn on the Power Strip or plug them back in.
You should be able to log into the DSL Modem by its IP Address of 192.168.1.1 and the D-Link Router without having to disconnect anything, by using 192.168.0.1
