Port Forwarding help

Im using firmware v. 1.13, and it completely refuses to open ports.
My computer is set as a static IP address, and I have turned off my computers firewall

I have tried setting it as a DMZ failed
Tried portforwarding failed
Tried setting it up as a virtual machine
Tried using the application rules
Tried disabling DNS
Tried disabling SPI
Tried making TCP/UDP Endpoint Independent

All of these and any combination of them has failed I honestly don't know what to do at this point.

I have never had this kinda issue with any of my other routers or my friends routers which I set up no its just mine that I can't set up despite hours of frustration.

*Please don't link me any of the basic guides on the internet I have already read and tried all of them.

Port Forwarding "usually" works as designed. However, sometime the DIR router might not save the settings correctly.  Steps to check:

-- Use Internet Explorer to do the configuration.  It has been posted that FireFox seems to not work well with the internal web pages.

-- If the router had got a "firmware" update, you may need to do a factory reset and re-do the complete configuration.
