Poor network performace somewhere!!

Not sure under which section to put this under as I am using a plethora of Dlink appliances..
starting with a DIR-825 router in my upstairs office
connected to the DHP-303 powerline to the basement where its plugged into a
DAP-1522 AP
In the AP I have a server, NAS and western digital TV live.
In my office i have another NAS connected to the DIR-825 and while using ftp I get 30-50MBs
when I ftp to the NAS downstairs I get 900k to 1.3MBs ..
The powerline is showing me 2 / 3 green lights but even that shouldn't drop the speed that much. I was expecting at least 10-20MBs to the basement while using powerline.

Any suggestions?
