cannot forward port 3390

-hardware: A4
-firmware: 1.34NA,  2010/04/16
-Cable ISP service
-Cable modem without built in router
-wired connection
-Qos is disabled
-I have tried port forwarding and virtual server
-3389 is forwarded fine

I cannot forward port 3390 anymore and I do not remember changing anything.  I am trying to forward port 3390 b/c I already am using remoted desktop on another machine using port 3389 and it works fine.  It is not the machine b/c I change port forwarding machine using 3389 and it works fine, but I need to have 3389 and 3390 set up.  Any ideas?

I pluggen my laptop directly into the modem bypassing the router and tried port 3390 on canyouseeme.org

it said 'connection refused' rather than 'connection timeout'  Is this an ISP issue?  This issue is coupled with a vpn issue I am having and am now thinking the isp can be an issue.  Is there anything else I can check?

You running any 3rd party security like firewalls and Anti Virus?

Something to try:
Ensure DNS IP addresses are being filled in under Setup/Internet/Manual?
Turn off QoS options.
Turn off Advanced DNS Services if you have this option.
Turn on DNS Relay under Setup/Networking.
Setup DHCP reserved IP addresses for all devices on the router.
Ensure devices are set to auto obtain an IP address.
Set Firewall settings to Endpoint Independent for TCP and UDP.

Turn off all anti virus and firewall programs on PC while testing.
Turn off all devices accept for one wired PC while testing.

Well he said he bypassed his router and same issue. So that means it's either your PC (firewall, AV, etc) or your ISP. Try booting into Safe mode with networking direct to modem and running it again. My gut is saying AV, since those firewall settings can change with a update.
