Time Server Getting Blocked / Double Routers

I'm new to networking (at least at this level) and need some guidance. First, I have an Actiontec MI424WR (Rev. F) Coax Verizon Fios modem that I use as my home networking wireless router.  From a LAN port on that I've connected a cable to the WAN port on my DIR-655 which acts as my gigabit office hardwire/wireless router.  I need to keep the home network and the office network separate.

All of my computers are Windows, either 7, Vista or XP.

Connected to my Dir-655 on the office network are 2 wireless computers, a printer, an IOMEGA 1TB Home Personal Cloud NAS HDD, plus 2 desktop computers.

The DIR-655 is set with a static IP address matching the range of the Actiontec. The DIR-655 is set for DHCP for the devices on the network (although 2 of the computers have static IP address).

Now the fun stuff:

When the DIR-655 had a Dynamic IP address set by the Actiontec, the IOMEGA NAS HDD kept losing connection with all the devices on the network. Only after I set the DIR-655 to static IP did that stop and everybody started to play nice. I'm not sure why that would make a difference, but it did.

But regardless of whether it is set to dynamic or static, no computer on the network or program, even third party programs, can connect to ANY of the time servers out there... and I mean any of them. I've tried at least 20 or more of the standard and not so standard ones.  The DIR-655's time is off, and it is set to get time automatically.  None of my computers, or my IOMEGA NAS, can access time.  The Actiontec, though, seems to be set correctly.

Everything connects to the internet just fine. Web, email, auto product upgrades. Fine. So far it's just the time server thing which is driving me nuts.

I done everything I know how to do to enable Port Forwarding through both routers for NTP > UDP 123 since that is the standard port for the Network Time Protocol, but I could have easily screwed that up.

Any suggestions for getting this fixed and still keeping my 2 networks separate.  Thanks for any help.

Also, this setup apparently creates a double NAT'd situation, which may have been the source of the problems. But to keep the 2 networks separate it looks like I might need to keep it this way.

Can creating a "VLAN" do the same thing?

What ISP Service do you have? Cable or DSL?
What ISP Modem do you have? Stand Alone or built in router?
What ISP Modem make and model do you have?
If this modem has a built in router, it's best to bridge the modem. Having 2 routers on the same line can cause connection problems.

Ensure DNS IP addresses are being filled in under Setup/Internet/Manual?
Turn off QoS options.
Turn off Advanced DNS Services if you have this option.
Turn on DNS Relay under Setup/Networking.
Setup DHCP reserved IP addresses for all devices on the router.
Ensure devices are set to auto obtain an IP address.
Set Firewall settings to Endpoint Independent for TCP and UDP.

What wireless modes are you using?
Try single mode G or mixed G and N?
What security mode are you using? WEP, WPA or WPA2? Preferred is WPA-Personal. Auto TPIK and AES.
What wireless devices do you have connected?
Any cordless house phones?
Any other WiFi routers in the area?

Turn off all anti virus and firewall programs on PC while testing.
Turn off all devices accept for one wired PC while testing.

Thanks. The ISP is Verizon on their FIOS system.
My ONT goes to my Actiontec MI424WR Rev. 2F modem (with built in router) via coax.
The D-Link DIR-655 secondary router is attached to the Actiontec Primary like this:
Actiontec lan port to D-Link WAN port.

I know this creates 2 NAT issues, but since the Actiontec uses 192.168.1.xxx, and the D-Link uses 192.168.0.xxx, do they even care or see each other... is it even an issue?

Back to the issue...
Everything is using Wireless N.
Security is WAP2-Personal auto TPIK and AES.
Both routers are using DHCP with devices reserved.

Both routers have wireless and get used.
Wireless devices are one wireless computer on the Actiontec, and 2 wireless computers on the D-Link.

One of the wireless computers on the D-Link is only giving me from 1 to 11 Mbps wireless throughput (Belkin N300 USB adapter), while the other (laptop with built in N) gives me over 100Mbps.

The clock sync problem has fixed itself somehow, but my 2 remaining problems are these...

1. The crazy low throughput from that one wireless computer on the D-Link
2. My Iomega Network HDD continues to randomly (after and hour or two) become invisible on the D-Link network and must be restarted to be seen again.

IF I use the D-Link as a bridge instead of all this, how do I end up with 2 separate networks (like I have now) that don't interact of see each other, which is my objective?

I would check the wireless channels to make sure they are on different channels. Plus I didn't see that the NAS was assigned a static address which may be why you lose connection to it. Use inSSIDer to find the best channel for wireless. If there are a lot of wireless channels you will get slow speeds.

Having 2 routers on the same network if you use the 655's WAN port will create a double NAT. If your not seeing any connection problems with this then you'll be ok. Gaming and other applications will be effected by this set up.

Remember using USB wireless will probably only see around 10-15Mb xfer speeds on USB vs onboard or built in WiFi devices.
