Does the manual refer to any light blinking information?

I think if you change the "Reconnect Mode" from "On demand" to "Always On" it fixes that issue. You find it at

192.168.0.1 > Setup > Internet > Manual Internet Connection Setup > Reconnect Mode

Doesn't sound a issue with the router but a configuration issue. Who is your ISP? What is your modem?

I would make sure the ISP modem is working correctly and is bridged and set up for connection to a router. Also make sure that if you are bridging the modem to the router, make sure the DSL acct information is entered in to the routers PPPoE section correctly under Setup/Internet/Manual. Is it possible that your DSL modem and 655 needs to be setup for DHCP instead of PPPoE? Might ask ISP about this.

When you have the 655 connected, go into the Status/Device info and check the WAN section there. If you have set up everything correctly, power off everything then back on with the router being the last. Check the status of the router and see if it's getting any connection and WAN ip address.

If I had to guess, I would say the router is telling you it's connected but behind a double NAT. I can't really give support though since your ISP has nothing on it's support site. Does it effect your ability to use the internet? If not, I would just ignore it.

The modem is kind of like a router because it has 4 ethernet ports and 4 pc's can connect by dialing(like dial up)

Yeah It working perfect its gives signal and internet its just a drag when I have to restart it takes a awhile..or needs to manually connected but i would really like to fix the issue with the leds though

And i can't change the setting to DHCP because the modem needs to be dialed first before being connected to the net.

The modem needs to dial? So this is a dial up modem, not DSL? And its a phone connection from wall to modem? Yea, sorry, outside my understanding. I haven't used a dialup modem since I was..12? I would call the network manager and ask them.

Its DSL but the modem is PPPOE so you have to dial first to be connected. and also it has ports

I don't claim to be a DSL expert, but I don't think a DSL modem uses a dial up access line. It connects to the network on frequency much higher then a phone modem. That's why you need filters. But I guess that's besides the point. So your modem has do "something", before it connects to the internet, so that's probably why it doesn't work when set to always on, because your connection isn't always on. And maybe that's why the internet is blinking. It keeps turning the internet connection on, then it shuts down, warns you, then sends the command to turn it back on. Sorry, wish I had more info for you, but without knowing a lot more about how your ISP works and the way the modem functions, i can't make any suggestions. Have you tried calling your ISP and asking them what they suggest for a wireless router or access point?
