Good Signal Strength, But No Data Packet Flow

My net has up to 25 stations. One of those stations has good signal strength through the router, but it is not receiving data packets from the Hicon. All the usual tricks--insuring the right IP is used, turning the router off and on again after 30 secs, turning off the firewall, etc.--have failed.

Any idea what could be causing this and how to fix it? Is al Qaeda screwing with me?
