I've tried everything and I don't think I've ever been able to get website filtering to work. Does it actually work on this router because I've read others having the same problem.

I've created a policy, tried it with both MAC and IP, I have enabled the website filter check box,but no matter what I do the device(s) are still able to access the websites in the filter. It is set to DENY access to the sites.

What has to be done for this to work?

What Hardware version is your router? Look at sticker under router.
What Firmware version is currently loaded? Found on routers web page under status.
What region are you located?
Are you wired or wireless connected to the router?

What ISP Service do you have? Cable or DSL?
What ISP Modem do you have? Stand Alone or built in router?
What ISP Modem make and model do you have?
If this modem has a built in router, it's best to bridge the modem. Having 2 routers on the same line can cause connection problems.
To tell if the modem is bridged or not, look at the routers web page, Status/Device Info/Wan Section, if there is a 192.168.0.# address in the WAN IP address field, then the modem is not bridged.

Some things to try:
Turn off ALL QoS or Disable Traffic Shaping (DIR only) GameFuel (DGL only and if ON.) options. Advanced/QoS or Gamefuel.
Turn off Advanced DNS Services if you have this option under Setup/Internet/Manual.
Turn on DNS Relay under Setup/Networking.
Setup DHCP reserved IP addresses for all devices ON the router. Setup/Networking
Ensure devices are set to auto obtain an IP address.
Set Firewall settings to Endpoint Independent for TCP and UDP under Advanced/Firewall.
Enable uPnP and Multi-cast Streaming under Advanced/Networking.What Hardware version is your router? Look at sticker under router.

I've read that but don't really see where it's going. I've done those things and setup the access filter and policy pretty much as stated in the thread, and yes I do use DHCP reservations setup on the router.

Both, 17 total devices/connections, not all active all the time.

What ISP Service do you have?
Cable - Rogers

What ISP Modem do you have?
Stand alone, no router built in.

What ISP Modem make and model do you have? Webstar modem

Did those steps, nothing worked. I can still access the sites listed in the website filter.

The access control is turned on and set to "other machines" since no machines have policies and I want it to apply to all computers/devices.

I might try updating to:
Firmware   3.13NA   9/30/2010
Use the FW update sticky process in this forum if you do.

If that doesn't fix then I would contact DLink support office and talk to someone about this. This should be working.

Whoa I didn't know there was an update. I did the check on the router and it said it was up to date.

Ya sometimes the update function doesn't work as it should. I always go to the web site directly and check.  

Is DNS Relay Enabled? How about Advanced DNS Service if you have this option?
Might need to create a Access Control rule as well as the Web Filter rule:
