Would you download your regional FW file from here:
http://www.dlink.com/ro/ro/support/product/dir-815-wireless-n-dual-band-router

Do a factory reset with a wired LAN PC connected.
Load the FW .bin file unpacked from the .zip file using IE or FF. Disable any browser add-ons and 3rd party PC security.
After the FW file completes loading and the router reboots, do one more factory reset and set up from scratch.
Set no WiFi security on the 2.4Ghz radio and test to see if you can get any devices connected to it.

Let us now how it goes...

I've done this, but I think it's a hardware issue since the led for 2.4ghz doesn't light up.

Yes I agree, I believe this unit needs to be RMAd with D-Link.

I recommend that you phone contact your regional Linksys support office and ask for help and information regarding this. Ask for an RMA. We find that phone contact has better immediate results over using email.

Ok thanks. Depending on the cost since it's out of warranty, I'll probably end up buying a newer model :-)

Ya maybe your only option. The only other suggestion would be to just disable the 2.4Ghz WiFi radio on the router and connect up a wired DAP-1360/1522 model wireless AP to replace the function of the 815s radio thats failing if you wanted to keep the 815 as a router.
