Maybe you can try tricking it, if the normal DST is +1 hour set it to -1 and reverse your dates.
Of course it works (that's exactly what I had to do everytime), but it's not quite a workaround, it's a don't-use-at-all, as we are disabling the feature.

Well, that's expected and does not invalidate my hypothesis, as at Eastern Time, DST is set between two months of the SAME YEAR. Have you tried to set it as if you're living at the south hemisphere, for a chance? I mean, with a later month at start and a earlier month at ending? You see, unfortunatly, the summer here occurs in a quite opposite period of the year than in the north hemisphere, for a strange an unusual geographical reason.
