Ok, I use a d-link dwa-160 to connect to my dir-825. i tested using a lan cable straight to the 825. when i run speed test (at speedtest.net) (trying to find out which connection was optimal though it should be obvious), the wireless was great (12 down and 4 up). When i ran it wired I got the problem. 12 down was the same but I received an upload error. The upload would not commence. I tried turning off AVG (anti virus) though that shouldn't matter between wireless connection and wired connection - what works for one should work for the other. I tried plugging directly to the modem and I achieved near the same results as the wireless. So i have isolated the upload problem to the router. What setting would effect the wired connection and not the wireless connection in regards to upload test?

What region are you located?
Has a Factory Reset been performed?

What ISP Service do you have? Cable or DSL?
What ISP Modem do you have? Stand Alone or built in router?
What ISP Modem make and model do you have?
If this modem has a built in router, it's best to bridge the modem. Having 2 routers on the same line can cause connection problems.
Double NAT
To tell if the modem is bridged or not, look at the routers web page, Status/Device Info/Wan Section, if there is a 192.168.0.# address in the WAN IP address field, then the modem is not bridged.
If the modem can't be bridged then see if the modem has a DMZ option and input the IP address the router gets from the modem and put that into the modems DMZ.

Some things to try: - Log into the routers web page at 192.168.0.1.
Turn off ALL QoS or Disable Traffic Shaping (DIR only) GameFuel (DGL only and if ON.) options. Advanced/QoS or Gamefuel.
Turn off Advanced DNS Services if you have this option under Setup/Internet/Manual.
Turn on DNS Relay under Setup/Networking.
Setup DHCP reserved IP addresses for all devices ON the router. Setup/Networking
Ensure devices are set to auto obtain an IP address.
Set Firewall settings to Endpoint Independent for TCP and UDP under Advanced/Firewall.
Enable uPnP and Multi-cast Streaming under Advanced/Networking. Disable uPnP for testing Port Forwarding rules.
WAN Port Speed set to Auto or specific speed? Some newer ISP modems support 1000Mb so manually setting to Gb speeds can be supported by the router. Advanced/Advanced Networking/WAN Port Speed

Check cable between Modem and Router, swap out to be sure. Link> Cat6 is recommended.

I am in the USA. Factory reset has been attempted.

ISP service is Comcast via Cable
IPS modem is stand alone.
It is a motorola sb5100.

Like I said earlier, I know it is not the modem or the computer because using a wireless adapter or hooking straight to the modem has ZERO issues. I want to wire through the router and that causes a bottleneck. So it has to be a wired setting this is causing this issue...

Try swapping cables, and also try a different network card if this is a desktop PC. Make sure NIC drivers are up to date as well. Turn OFF all 3rd party security SW on this PC while testing.

A new cable didn't produce any different results. I have two lan ports - tried both with the same result. I have all 3rd party security off. Could it be a lan port setup issue, like properties?

Hmm, did all of your router setup items with no luck. i am wondering if it is the lan portion of my motherboard.

Try a different NIC if this is a desktop?
Do other PCs exhibit this same problem?

AHA! Its my desktop lan port(s). My laptop with a wired connection to the router worked fine download/upload. Guess I will get a new network card. Thanks for the suggestions.
