I just tried to make a DHCP Reservation and tried to connect to my Minecraft Server from my other laptop
and it wouldn't work. The connection timed out.

Its not a router issue then. Might want to look through the Minecraft Wiki. Im guessing its Windows Firewall or some other AV issue.

Sorry for the big wait but, No I do not think that this affects me but I will be using a dynamic DNS after I get the portforwarding working. Will that be affected?

Look at the routers web page, Status/Device Info/Wan Section, is there a 192.168.0.# address in the WAN IP address field? Or a ##.##.###.### address?

Turn off all anti virus and firewall programs on PC while testing. 3rd party firewalls are not generally needed when using routers as they are effective on blocking malicious inbound traffic.

Is uPnP enabled or disabled when you have this PF rule set up? Test with uPnP disabled while using this rule.


Also please answer the questions presented to you by Hard Harry. The more we know the better we'll be able to help you solve this.

I think this is a configuration problem. I would get in contact with Minecraft support and see if they can help you get it configured.
