After upgrading firmware to 3.13NA my uplink speed decreaed like 10 times, it goes from 11Mbps to only 1Mbps. The downlink speed decreaed also from 54Mbps to 48 Mbps. I went back to 3.11NA and the speeds went up again.

Is there a fix for this?

Yes, I have followed all the steps. I didn't use the old configuration file. I checked both version 3.12NA and 3.13NA which I got from the dlink support page. They both have the upload speed issue.

I changed back to 3.11NA and the upload speed is up again.
I am located in the westcoast, bay area, US.
I have used both the wired and the wireless connection.
Factory reset has been performed before and after the upgrade.

My ISP is comcast, I have a Docsis3.0 cable modem.Motorola SURFboard eXtreme Cable Modem.
I used IE and I did turn off the QOS options.

Not sure what is going wrong. Also whenever I hit the check for update button on the firmware update page it says that I have the latest version enev though the version is 3.11NA.

Well, I recommend that if your not effected by any of the newer versions or need the newer version for what they offer and v3.11 works for you with out issues, keep that going. If you do need newer versions, please phone contact D-Link support and inquire about your results and findings. I'll pass this along here for review.

Let us know if you find out anything.

After performing this firmware update the router will no longer use manual dns placed in manual internet settings area. it will accept the input and save the numbers put in, but will not actually make use of the numbers put in there.  In addition the selection of years in the time settings does not go past 2012.

As well, while the website states that the firmware was updated/compiled in July of 2013, the information on the router states that the firmware was  dated for September in 2010.  Before I did the firmware update it stated that the firmware I was using was from 2009.

If the firmware was released in July of 2013 then the date inside the router should reflect that same fact.  IN addition the router should be able to be set well past 2013.

Signal strength magically seems lower as well even when set at max.  This update has essentially rendered my router mostly meaningless.  I will pray there is away to do a rollback.  would rather my router think that it's 2009 then have settings I need suddenly not work for no reason.

Web Browser Configurations
What browser are you using?
Try Opera or FF? If IE 8, 9 or 10, set compatibility mode and test again.
Try turning off these features in Chrome:
Top right corner, little bars for options > Settings > Settings (on left) > Show advanced settings.
Uncheck these:
Use a web service to help resolve navigation errors
Use a prediction service to help complete searches and URLs typed in the address bar
Predict network actions to improve page load performance
Enable phishing and malware protection

Just FYI, D-Link has this in review and is aware of the Year bug for this specific Rev. Looking into other problems as well. One possible issue is that this specific Rev was sold 5 years ago and has since not been sold and newer Rev's have already come to market. Not sure if and when this might be fixed for this Rev or any older Revs of the 615 series. I recommend that if users are critically effected by this, to phone contact D-Link support and inform them of this issue with your router and see if there is any information on a fix.

If users need a faster solution, I recommend a newer DIR 6 series router to get into. DIR-626L, 636L, 645, 657 or 655 are all good routers and are not effected by the Year bug.

Please be patient.
