Both routers are giving out IP address? Also the D-Link router should not be working if the WAN port and the LAN side are on the same subnet. That should not work unless the router is in AP mode, but not sure if that option is available.

Check the default gateway IP address on your computer. That should be the IP address of the D-Link router IF it is pulling the IP settings from it. If it brings up the NG router, you are getting the IP from the NG router and the D-Link router is somehow passing the information through.

The default gateway IP address on my computer is 192.168.209.1 (which is the LTE modem/device). Both routers are assigning IPs in the 192.168.209.xxx subnet. Both routers were reset to factory defaults. It's as if both routers are acting as APs to the LTE device (which is a XCI/XCI_3AB4F1 from GemTek)

The 819 would have to be in AP mode for this to work, same with the netgear router. It is impossible to pass DHCP through 2 (or even 1) NAT devices (routers). They both have to be bridging.

To access the dlink router, the IP should work. Can you Ping the IP address?  Also, if in AP mode, enter http://dlinkap.local. in your browser and see if it connects to the web UI.

I moved the line into the 819 from the WAN port to a LAN port as suggested one or two posts back. That made the 819 disappear from a network IP or ping scan, but it is still broadcasting wifi that works, and the desktop pc plugged into another of it's LAN ports still has connectivity. The NetGear router at the beginning of my LAN is in fact in AP mode, and the LTE modem/device is the default gateway and doing DHCP. I don't know if this is the way things are supposed to work, but they all seem to be working and playing nicely. I of course cannot access the admin interface of the 819, but it doesn't look like I need to. Is the correct term for it's role a 'bridge'?

In any case, following is an illustration of the 'wiring' and what my Network IP scanner reports. Does this raise any red flags? It seems to all work well.

You should be setting an IP address ON the 819 router in AP mode, disabling the 819s DHCP server, then use the IP address you set on the 819 to get access to the 819s web page.

Since I am unable to access it now to do that, is my best bet to unplug it from the network and plug a pc that is also not on the network directly into it? (My gut says it must be in AP mode now, but I'd sure like to know. The Netgear router when reset to factory default and plugged into the LTE device for the first time auto-configured to AP mode. Maybe the Dlink has as well.)
