I recommend that you phone contact the Mfr of the camera and ask for help and information on this. Check the web site as well for your model camera as maybe they have posted information about it or maybe updated the driver to include this .inf file.

F-secure sent me the latest version of the "NIF driver" wich I replaced in  C:\Program Files (x86)\F-Secure\apps\CCF_Scanning\bin to see if that version of the driver is compatible with d-Viewcam.

And I'm happy to say that d-ViewCam worked perfectly fine with the new NIF driver.
So after weeks of debugging, we have a sollution :-)

The NIF is a F-secure driver, not a d-Link driver (I wrote that in my post). Contacting d-Link is meaningless when the problem is on the F-secure side...
Where do you want me to send the NIF driver, Nils?

Today I found out that if I uncheck "Do not allow applications to download harmful files" in F-secure settings for firewall, D-ViewCam works
