DIR-655 Blocked outgoing ICMP Type 3 or Throttling issue?

About a month ago, I made the switch to Teksavvy and never looked back. I know DSL has it's up and down's vs Cable and i'm also aware of Bell/Teksavvy lines being throttled.

Basically, i'm trying to figure out what is wrong with my PSN network. When I was with Rogers, it was great. Download speeds were awesome on Wireless with my old Linksys G router, and fine with my DIR-655 N router.

Ever since I made the switch to Teksavvy, I've noticed my PSN has crippled. My online gaming is fine (I have it port forwarded) and I experience no lag, but when it comes to game updates. A 50MB update takes just over 1 hour to download. Not normal with a 5 Mbps connection.

I've noticed my router logs are FULL of these messages.

Blocked outgoing ICMP packet (ICMP type 3) from 192.168.0.198 to 125.39.69.93
Blocked outgoing ICMP packet (ICMP type 3) from 192.168.0.198 to 41.200.130.94
Blocked outgoing ICMP packet (ICMP type 3) from 192.168.0.198 to 212.170.176.52
Blocked outgoing ICMP packet (ICMP type 3) from 192.168.0.198 to 110.178.11.206
Blocked outgoing ICMP packet (ICMP type 3) from 192.168.0.198 to 90.47.191.226
Blocked outgoing ICMP packet (ICMP type 3) from 192.168.0.198 to 110.178.11.206

192.168.0.198 is my PS3's IP address that had been assigned by my router. Apparently alot of these ICMP packets are being blocked. Could this be the reason my PSN is crippled in terms of speed?

Or...could it be Bell's throttling is affecting my PSN?
