L2TP/IPSec WinVPN Connection

Attempted Windows VPN client session configured as an L2TP/IPSec connection to the router received error code 789 connection failed because of security layer processing (cliffnote) and 792 security negotiation timeout.  The VPN configured on the router ChapV2, tunnel name( spelled exactly client and router),  presahared key, remote user.  Changing dofferent values in the client and or the router had no effect on the connection.  Encryption is disabled WinVPN and the router.  OS XP.

Advise if you have encountered this problem and if you have had any success resolving it.
