Turn the power supply on your PC off by unplugging it or with the switch on the back and see if the status changes. Even when the PC is off the auxiliary +5v supply is running. It's used for wake on lan and to power the PC up when you push the front panel button. It's not a big deal if that network led is on even if your PC is powered down. It's quit normal these days actually.
You could try going into your PC's BIOS and disabling the WAKE ON LAN feature. Other than that I would just ignore it. The power its using when the PC is off is very little.
I'm no networking expert but I don't think it has anything to do with those network settings. If you are going to try changing things in there be sure to write down what they were before you changed them. That way if you do mess something up you can fix it.
