Easy Firewall question

I am trying to set up an airave from sprint so I can get cell signal in my home.  The instructions say that vpn pass though MUST be enabled in my router.

SO-

Under Advanced - Firewall Settings- ALG Configuration

When IPSec(VPN) is checked, does that mean its passing through the vpn, or blocking it??
