How can I set up our router (D-Links 655) to limit our roommate's bandwidth?

You cannot. The DIR has no feature like this. As do most of the router in this class.

You can use QoS to give low priority to certain IP's/ports/datastreams, but you cannot limit the bandwidth.

Just try it and see if it gives you a good feeling. I cannot decide for you what an acceptable effect would be.

Just read the help section in the setup screen (right hand side of the screen), it will explain the fields to fill out.

I've read the Help section, but still have no clue how to fill in the QoS Engine fields ....

Reserve an IP for your roomie's machine.  If he's got multiple ethernet ports, reserve one for each of his MAC addresses.  Put them in a range outside of where the rest of your machines are and make them sequential.

Now go to advanced
click QOS engine

Make sure it's enabled

in the rules section:

Name - whatever
Priority - 200
Local IP range - roomie's first IP - roomie's last ip
remote IP range - leave these alone
Port range - 0 to 65535
Protocol - any

Save settings, restart router when prompted

Presto.  Your roomie's traffic is now just about the lowest thing on the totem pole.

Comcast customer with speedboost?  Disable the automatic uplink checking and manually specify your maximum uplink. 

Alternative:  take sledgehammer to roomie's computer next time he hogs all the bandwidth.  Worked wonders on my teenager.

It would be neat if DLink would implement a limit bandwidth by user where the router administrator assigns the percentage allowed to each user when they are online.
