Portforwarding problem

So i need to forward port 3737, i've gone to the port forward page at 192.168.0.1, inputted all the details correctly saved and rebooted. I check canyouseeme.org on port 3737 and it says connection refused. I make sure filter i allow all, then I go to the firewall page on the router and select endpoint independent and still connection refused.

Can anyone help me out as to why t's not forwarding correctly?

Is the internet modem also equiped with a firewall or does it pass all?

My ISP is Rogers Canada

The modem is a cable scientific webstar dpx2100.

Cable modems are supposed to let all data pass, but you may check the manual or your ISP to be sure.

Also post your settings, a small mistake can be fatal (don't assume you are flawless  ;) )
