How to throttle traffic speed

I'm trying to limit the up/down speeds of certain users on my network. I live in a Navy barracks and I let a few of the guys around me use my internet. I don't want to outright kick them off because we all use it to study, but It's irritating when I'm trying to stream something or play a game and I can't due to the incredible amount of traffic coming in and out due to torrents/streaming/bs.

Is there any way that I can throttle the speed that others have on the network, through the router? I know I could on my old Dlink but this router is very new to me.
