Internet drops constantly wired and wireless

Hello,
 I am having constant issues with my internet in my new apartment. I am not very network saavy. The problems occur with laptops via wireless, and my blu ray player which is wired to the dir-655.  I have road runner cable internet, and the connection speeds are good, 19-20Mbps download, .8-.9 upload.  The modem they gave me is pretty old, and i am guessing is the culprit. its a surfboard sb4200.  My other thought is the proximity of other networks. There are 17 in range, including mine.  Although that doesnt explain the issue while wired to the router. My biggest issue is streaming netflix and stuff like you tube.  It's constantly rebuffering.  My router wasnt an issue at my previous address.  But i did try a netgear wnr2000, no change in the issue, in fact it was worse.  I just upgraded to the new firmware (went from 1.21 to 1.34a), and the issue actually increased. Grr.

 Looking in the logs i keep getting this (or similar):
Blocked outgoing TCP packet from 192.168.0.105:59753 to 208.111.145.95:80 as RST:ACK received but there is no active connection.

 I would appreciate any insight or suggestions. Thank you.

Hi watsonusn,

Are you allow to buy your own Router? Look at the Docsis 3.0 Routers. Surfboard has them.

The Surfboard SB4200 is only a Docsis 1.0 Router.
