My knowledge of routers is limited to proper setup and following directions from the manual or quick setup guide etc.
 I have the 655 (firmware 1.21) to establish my wireless network (location of incoming Satellite High-speed is too far away from my PC location for LAN). There are no problems with this network setup. It worked for several months flawlessly unless IP was down or doing hardware changes.I did add a DWA-552 to improve the wireless connection.

My son moved into my basement then and it was my wish that he be on a separate network but still using the same high speed feed. He piggybacked his router off the 655 from LAN 4 into the WAN of his router then had the VOIP adapter after that with his base cordless phone hooked up.

He did have internet access as well as voip phone service (I am on a land line service) but it became increasingly intermittent and he would have to reset his router to get access back. Now there is a wireless connect happening but he is not able to access the net or use his voip phone.

The only changes I have made were to upgrade firmware from 1.11 to 1.21. I also tried the shareport utility for a while but throughput was poor so I am not using it anymore.  I did uncheck securespot as a option thinking in my warped way that it might block data out from the 655. From a hardware standpoint we have lately tried a DIR-624 to see if there was a router issue but it does not solve the problem (direct connection with the 624 to the high speed feed does work so the router works).

My questions are;
What is the right way with the right hardware to accomplish having internet access through a primary router - 655, with a second network coming off the 655 and also having voip phone service off the second network?

Can this be accomplished with this hardware, or more efficiently without a second router (624 router was not in use previously so trying to make good use of it for this setup)?

Will this setup limit bandwidth to the second network, and if not, can it be set up to do so?

I don't think you have a bandwidth issue, I think what you're seeing is a ARP issue with the routers ARP table. If you're trying to isolate him from your network you should switch, he's safe from you not vise versa.
As far as his routers concerned you're an entity on the internet. It's going to allow him access to your network in limited degrees.
