Ya, lag sometimes comes from the area your in. If your on cable, seems that if there is a good amount of people around your neighborhood that uses cable internet, this can effect the traffic for sure. One draw back of cable. I live in a area with a few people I think that have cable so not fully effected. I don't think that I greatly since I believe my line runs out by back yard which there is the road and telephone polls and from what they said, I'm connected there and not in front like all the other houses on my street. LOL.
There isn't any thing you can do to optimize the modem. If your ISP supports DOCSIS 3, your RECEIVE light should be on steady BLUE. This means it's working at the highest supported connection speeds. Other than this, there isn't anything you can do to the modem. Only thing I have done is I use a 1 foot cable between it and the 4500.
Well only thing you could do is move to a more rural area that has cable.
