To be honest - I don't see why an ip conflict would/should cause Windows 7 to crash, but I'm not going to discard the suggestion out of hand - you can't set a static address without connecting - so you'll need to connect from another system (ie one not running Windows 7) - or - if I assume that the ip conflict is between the Windows 7 system and the DNS-323, then setting a different static address on the Windows 7 system would/should prevent the conflict from occuring and remove the bluescreen.
Worth a try.
From a different angle - did you load drivers for the DNS-323 on the Windows 7 machine? Try uninstalling them, they're not needed to access the NAS, and the Vista drives used to cause problems, so maybe that is where this crash is coming from.
