Your right, signal levels CAN be different for different places, most of the time signal standards are pretty even across the board. So yea, call your ISP, but reinforce what they say with your own research. A outline below should help.
Downstream Power Level: -10 to +5. As close to 0 as possible.
DS SNR: Atleast above 27. 32-36 is better. The higher the better.
Upstream Power Level:Below 50. 42-46 is the sweet spot.
US SNR: You will have to call your ISP for this. Can vary depending on what QAM they are using.
BTW, any error message with your MAC is probably a DHCP error, and not all that critical. Atleast in in itself.
