My laptop is windows 7 home premium. what unable to figure out what service level pack it was. (online tutorial said it should be on windows edition in system section but i see nothing there.) but we do receive windows updates regularly.
My Router is rev b1 firmware 2.00, i believe it is dynamic ip, however i'm not entirely sure how to tell.
seems devices are assigned ip xxx.xxx.x.100-199 dhcp is enabled i think that means it's dynamic. The other 2 computers are also windows 7. I don't believe anyone is doing any network sharing.
Also a couple things i've thought of since my last post. After a reboot of the router i have seen a message about another computer on this network with the same ip address. Also the router was setup through windows and not the provided install wizard.

First of all, you blocked out something that didn't need to be blocked out.
The Router's Internal IP Address is 192.168.0.1. The Dynamic Range is 192.168.0.100 to 192.168.0.199.
The latest firmware for your Hardware Revision is 2.01 not 2.00 NA.
It is quite possible to have a computer with the same IP Address, if you had previously set a computer up with a Static IP Address and forgot about doing it.
Check all devices and change from Static to Dynamic at the computer and change from Dynamic to Static at the Router.
That will fix the problem. Also use the Network Filter.
