Completely Disable Internet Access for Certain PCs

Is there any way to disable internet access for selected PCs, while still allowing them to access the LAN?

Use access control and scheduling to deny access to the web.

Is it possible to make it block internet access to every pc by default, and I specify the exceptions? In other words, if any new machines connect to network, I want them to be barred from the internet unless I make a rule to allow it.
