Problem with port forwarding

Hello all,
I want to do port forwarding with DI-524. But I DI-524 is so old, I can't find a proper group for this post. Hopefully someone can kindly response.
I have a web app, App_A, that requires to use https. However, there is another web app, App_B, that requires port 443 (to be install later). So I want to port forward port 7000 for App_A.

On the Advance page of DI-524, I added port 7000. DI-524 has no problem letting me do it. I rebooted the system. After system restarted, I typed in "netstat -a -n", the port 7000 is not listed. I went to a site which can check the status of my port. When I typed in port 7000, an error came back and said "Error: I could not see your service on xx.xx.xx.xx on port (5000) Reason: Connection refused"
I have googled extensively for the past two days and have tried every hints I came across. But without success. Please note, I followed all the instructions from "portforwarding.com" already. I also reset the router too.

Would some one be kind enough to tell me or give me some links that can assist me to solve this port forwarding problem?
