Dropped Packet?

Hello
Took a look in the log that the DIR 655 emailed me and noticed a lot of entries like this:
[INFO] Fri Jan 30 01:40:13 2009 Dropped packet from 192.168.0.199 to 194.168.8.100 (IP protocol 17) as unable to create new session.

To see what they were I entered both address into IE but comes back with message cannot dispaly the webpage.

What does this mean?
What can I do to rectify it if I need to?

Protocol 17 is UDP.
It's an aborted broadcast to/from an address that is no longer active.
