P2P Uploads

I've got a problem with P2P Uploads ignoring the Max upload rate. I can set it to 10 and it will drop the upload speed to around 10 fine but after a while usually a day or so or a reboot the setting is ignored and I find my bandwidth being eaten up until I manually change this again.
