P2P activity dimming out

I've just noticed something rare.

In the last days I had up to 10 parallel download on P2P.
Some of the processes became idle due to no traffic (and not because of having stopped them), till a rare situation of just no more than one process downloading at the same time, with very few kb/s.

I stopped the device, and restarted it immediately: several processes came back to a good rate in download, and I have many working at the same time.

How do I explain this?  Did it occurr to someone else?
