Cant Connect After Firmware Upgrade PLS Help

So I have the DIR-655 for over a year and never a flaw, always worked beautiful. I decided to do a firmware update to Firmware Version: 1.35NA and now I having a problem connecting remotely from outside the network to a computer on my LAN. I use a software called Radmin to connect to one of my LAN computers behind the DIR-655 router and now since I did the update I cannot connect because the router is blocking the request, here is the router log info,

Blocked incoming TCP connection request from 221.192.199.49:12200 to 24.102.xxx.xxx:8118
Blocked incoming TCP connection request from 221.192.199.49:12200 to 24.102.xxx.xxx:8008

Now to make this work in the first place I initially had to edit the Port Forwarding Rules to open the port on which that radmin software runs on, on the PC that is inside the network, I never had a problem at all. Now when I try to connect remotely I cannot and get the TCP request blocked in the log file. I also tried adding the same info I entered in the Port Forwarding Rules, into the virtual server section and get the exact same thing cannot connect. Can someone please help me out, I need this PC open for remote administration from anywhere.

Set firewall SPI to Endpoint Independent on both TCP and UDP?

Some other things to try:
What ISP Service do you have? Cable or DSL?
What ISP Modem do you have? Stand Alone or built in router?
What ISP Modem make and model do you have?
If this modem has a built in router, it's best to bridge the modem. Having 2 routers on the same line can cause connection problems.

Ensure DNS IP addresses are being filled in under Setup/Internet/Manual?
Turn off QoS options.
Turn off Advanced DNS Services if you have this option under Setup/Internet/Manual.
Turn on DNS Relay under Setup/Networking.
Setup DHCP reserved IP addresses for all devices on the router.
Ensure devices are set to auto obtain an IP address.
Set Firewall settings to Endpoint Independent for TCP and UDP.

What wireless modes are you using?
Try single mode G or mixed G and N?
What security mode are you using? WEP, WPA or WPA2? Preferred is WPA-Personal. WPA2/Auto TPIK and AES.

What WAN IP that router is getting from the modem??
Is the PC is using a static IP??if it's not try to add the PC MAC to the DHCP reservation.
Try set the IP of the PC to DMZ host
