Exactly what is ARP Resolution Failed

That's the question:

I have 3 firewalls but in one only there are many warnings about the 300009 Warning ARP Resolution Failed.

Any body knows what is this warning and how to solve

This error means, somewhere in config you've used an IP, which is not accessible
If can be any place with local IP (within "near" networks) - DNS, SAT rules, loggers, LDAP, etc

Ok, I understand, but why it's the same IP always??. In this case only three devices are connected and they are powered off. Still alive any network card or can be other thing??

It can be different reasons.
First, check, maybe you use this IP in your configuration.
Second, if you have routing, maybe some other side requests it.
