Noob to routers - need help

I currently have the DIR-655 REVB that I got as a gift from my tech savvy grandfather as a means to run my laptop, iPhone, iPad, Apple TV and Xbox off of. My question is I'm supposed to be getting 20 Mbps internet speed from my provider w/ 4 Mbps upload (Comcast) but am only getting 12 Mbps download when I do speed tests. Sometimes worse than that. Does it have something to do with my router or is it just my provider lieing to me about the actual speed of my service? Also am using a DOCSIS 3 cable modem that I bought made by Motorola.

Turn off traffic shaping and QoS. Speed test only using a wired connection.
