Finally found some time to try these suggestions. Still no luck.
I didn't think the cable was the problem because I could connect to the internet with the zyxel in bridge mode and a laptop configured for pppoe using the same cable that connects the zyxel to the dlink. I swapped it out with a known good cable anyway and still no connection.
The ISP modem is supposed to be brand new. In fact, during one of my conversations, I heard them remark that "it's date was this past March 3rd."
I'm paying for 12mbps.
I assume these suggested changes are found under QOS? I made the changes there with no luck.
Still looking for another location I can take the dlink to...
I get this a lot when rebooting the dlink:

Each break in the above code indicates a restart by me after making changes. Interestingly, I did get a momentary connection. It started before the UDP packets attack but as you can see, it only lasted 22 seconds.
The UDP packets were from, top to bottom: China, Macedonia, France, Algeria, Latvia, Spain, Taiwan, and Thailand.
CenturyLink has, on a couple of occasions, told me to make sure the VPI is set to 0 and the VCI to 32 - I have no idea where to find these.
