DIR-825 router has problems with a specific computer

I'm a complete network newbie, so I don't know if this happens or not, but it seems like the router refuses to let one specific computer connect properly.

Initially, the computer in question would only get a 169.254.x.x IP address, telling me that the DHCP isn't working. So I statically assigned the computer's IP address, subnet mask, default gateway, etc and went into the D-Link admin page and added a DHCP reservation telling the router of the static assignment.

This got me a connection, but it is extremely spotty and slow (we're talking downloads maxing out at 30kb) and completely unusable web surfing (Timeouts, no data recieved, error resolving proxy, etc). This has happened with both my built in card, Rosewill RNX-N180PCe, and a USB dongle, D-Link DWA-140.

Any ideas as to what's up? I'm working on a laptop that is literally two feet from the desktop with the issues and it works perfectly, as does the Roku downstairs. I'm not sure if this is a router issue, wireless adapter issue (both adapters are broken?), or my desktop has some program causing issues.

Desktop is running Windows 7 Pro with Comodo Firewall and TeaTimer.

Welcome!
What Hardware version is your router? Look at sticker under router.
What Firmware version is currently loaded? Found on routers web page under status.
What region are you located?
Are you wired or wireless connected to the router?

Some things to try:
Turn off ALL QoS or Disable Traffic Shaping (DIR only) GameFuel (DGL only and if ON.) options. Advanced/QoS or Gamefuel.
Turn off Advanced DNS Services if you have this option under Setup/Internet/Manual.
Turn on DNS Relay under Setup/Networking.
Setup DHCP reserved IP addresses for all devices ON the router. Setup/Networking
Ensure devices are set to auto obtain an IP address.
Set Firewall settings to Endpoint Independent for TCP and UDP under Advanced/Firewall.
Enable uPnP and Multi-cast Streaming under Advanced/Networking.

Disable the 3rd party security SW.
Ensure the network interface card drivers are up to date.
Swap LAN cables between PC and router.
Try a different Network card or WiFi adapter in PC with connection problem.
