I think mine does something like this too, but I think it may actually be the opposite, I think the IR LED may come on, but the IR Cut filter doesn't switch right, so the camera doesn't see much.  The picture is still black and white though... does this prove which position the IR Cut Filter is in?  But something doesn't seem right, if rebooted at night the camera doesn't see much until the next night after cycling through day and back to night.
