Ridiculously Inconsistent Latency - Need Help Diagnosing

Hey all, we just switched to a DIR-655 from a terrible Rosewill router a few weeks ago. We've been having some problems, and I've been trying desperatly to figure out what exactly is causing them so I can fix it.

Problem:
The router will periodically, and seemingly at random, dive into huge latency spikes. As of writing this, I am running a one thousand ping latency run from CMD, and I've watched response times go from 15ms average to 300ms average. The time of day seems irrelevant, as is what anyone on the network is doing. After a fresh restart of the router, everything runs smoothly for about 10 minutes, at which point everything goes ham.

Details:
I am using a DIR-655 D-Link router with a Cisco DPC3008 modem provided by Comcast.

Router Firmware: 2.10NA
Connection Type: DHCP
Connections: 1 Hardwired PC (me), 2 Wireless Laptops, 3 Wireless Smartphones
QoS: Off
Network Filter: Off
Access Control: Off
Firewall: On, End-Point Independent
WISH: Off
UPnP: On
WAN Ping Respond: On
Multicast Streams: On
Downstream: 21mb/s
Upsteam: 2mb/s

Attempted Fixes:
I've run the Modem directly into my PC, the connection is perfect. I've hard resetted multiple times, as well as run it with all of the above settings on/off. Updating the firmware does nothing. I've moved the router/modem apart so as not to cause signal interference.

Things I Can Try
I want to try running the router with wireless disabled to see if some sort of interference is being caused by the other computers on the network, or if one of them is hogging bandwidth.
I want to try running a program that can monitor or analyze each stage of the connection to see where the problem is.
I want to downgrade to an earlier firmware to see if that helps.

By posting this, I hope to gain some esoteric insight from people much more experienced in networking than me as to what other steps I could take, what possible problems could be undetected, and anything I can do that wouldn't otherwise occur to me.

Swap cables between ISP modem and router and wired LAN PCs as well. CAT 6 is recommended.

Test with only one PC connected while ALL other devices are turned OFF. Then graduate turning a device ON and test again.

Was this router loaded with v2.10 FW or was it upgraded? What was the previous version that was loaded if you updated? Was there a reason for updating FW? Was it working before the update? Was a Factory Reset performed before and after the update? You might downgrade to v2.03 or 2.07 as 2.10 has a bug regarding Guest Zone.

Also check the ISP cable lines for good condition and operation. Ensure the signal going into the ISP modem is to spec. Remove any T.V. line splitters, if any. If one is needed, use ONE good quality splitter.

This is embarassing. In order to check if it was computers sucking up bandwidth, which my gut was telling me was so, I turned off wireless.

It worked perfectly.

I go to check my roommates computer. He had uploaded a 5gb file for the last 7 months, to a grand total of 441gb uploaded. GG life.

You might set up a QoS rule for devices and set a low priority. Then set up a separate rule for your device(s) and set a higher priority. Specially for gaming. Check out the Gaming and Gamefule rules in the FAQ Library. Has examples for setting rules.

New problem has popped up now that the foreground noise caused by my friends lack of tech knowledge is gone. Every few hours, the router will just quit out and lose connection. All the lights are still on and nothing changes physically, but my connection to the router dies to the point where I can no longer access it via my browser @ 192.168.0.1.

I have to refresh the router and do a DHCP Release/Renew before it works again. Thoughts?

I would recheck the configuraton of the router. Does a factory reset fix this?
