DIR-655 QOS limiting download speed

My internet connection is 20/512. I get my full download speed if I run with the QOS off. If I turn it on and let the router auto-negotiate the upload speed it does find the correct speed of 512kbs, but for some reason it hard walls my download speed to 15Mb. If manually set my upload speed to a number larger than 512, like 2048kbs, my download returns to normal. Why is the Streamengine which is only supposed to affect upload also throttling my download when set to the correct data rate?
